HOME IMPROVEMENT/SALESPERSON/ELECTRICAL CONTRACTOR LICENSE INFORMATION
Home Improvement Contractor
According to state law, a home improvement contractor must be registered with Connecticut
State if he or she is performing remodeling or alterations to a single family residence or property of not more than 6 units and the price of the repair/service exceeds $200.
Contractors must have their registration number, name and address on all contracts and advertisements. Home improvement contracts must be in writing and contain a starting and ending date, a 3 day-cancellation notice and must be entered into by a registered contractor or salesman.
Anyone who performs improvements on residential property (single- or multiple-family dwellings of six units or less, condos or co-ops), when the individual job exceeds $200 and when the cash price of all work performed in one year exceeds $1,000 is considered a home improvement contractor and must register in order to legally operate in the state.

HOME IMPROVEMENT SALESPERSONN
In accordance with the Connecticut General Statutes, Chapter 400 “Salesperson” means any individual who (A) negotiates or offers to negotiate a home improvement contract with an owner or (B) solicits or otherwise endeavors to procure by any means whatever, directly or indirectly, a home improvement contract from an owner on behalf of a contractor.

CONNECTICUT’S HOME IMPROVEMENT LAW
Q: Who is required to register with the Department of Consumer Protection under the Connecticut Home Improvement Act?
A: Home improvement contractors and salespersons contracting to work on residential property; anyone signing a contract with a homeowner must register.
Q: What is a "Home Improvement Contractor"?
A:
Anyone who performs or offers to perform any home improvement, unless the home improvements total $1,000 or less in a 12 month period or any single contract is worth less than $200.00.
Q: What is the definition of "Home Improvement"?
A: Home improvement is any permanent change to residential property, including but not limited to driveways, swimming pools, porches, garages, roofs, siding, insulation, solar energy systems, flooring, patios, landscaping, painting, radon mitigation, residential underground oil tank removals, fences, doors, windows and waterproofing, unless the work contracted for is worth less than $200.00.
Q: What work is not home improvement?
A: The following work is exempt:
(1) New home construction; (a separate registration is required for new home construction)
(2) Work on commercial or business property,
(3) Work related to easily removable appliances, and
(4) Work performed without pay by the owner on his own private residential property.
Q: What are four basic requirements of registered contractors?
A: The following:
(1) Certificates of registration which are not transferable to other persons,
(2) Contractors must show their registration certificate to customers or potential customers, who request it,
(3) Registration numbers must be included in any advertising, including contracts, business cards, vehicles etc., and
(4) The contractor shall provide and deliver to the owner a free, completed copy of the contract at execution.
Q: What provisions must be part of a home improvement contract?
A: All of the following provisions are required for a valid legal contract:
(1) In writing,
(2) Signed by the owner and the contractor,
(3) Contains the entire agreement between the owner and the contractor,
(4) Contains the date of the transaction,
(5) Contains the name and address of the contractor,
(6) Contains a notice of the owner's three day right of cancellation,
(7) Contains a starting date and completion date, and
(8) The contractor signing the contract is properly registered.

(1) These question and answers are provided as a brief overview of the CT Home Improvement Act and Home Solicitation Sales Act in plain language. The specific legal provisions of the law can be found in Chapters 400 and 740 of the CT General Statutes.

Any portion score is valid for a period of 2 years from the date it was passed. For example, a contractor that passes the business examination portion has 2 years to pass the trade examination portion, before being required to retake that business portion again.
Any existing Contractor/Home Inspector/Dealer- Tech seeking an additional license, and has NOT passed their business examination portion in the past 2 years, must RETAKE the business examination portion (plus the new trade examination portion) in order to get the new license.
If a Contractor/Home Inspector/Dealer-Tech seeks an additional license, and has a passed the business examination portion within the past 2 years, only needs to take the trade examination portion.
SPECIAL EXAMINATION ARRANGEMENTS
All examination centers are equipped to provide access in accordance with the Americans with Disabilities Act (ADA) of 1990, and every reasonable accommodation will be made in meeting a candidate’s needs.
SCORE REPORTING
In order to receive a passing score on each examination, you must correctly answer 70% of the questions available. In order to help you understand how this cut-score relates to your examination, we have listed the total number of questions found on each exam, and have listed the number of questions that equates to the 70% passing score. For example, on an 80 question test, candidates are required to get 70% of the questions correct which translates into 56 questions for that test. Your score will be given to you immediately following completion of the examination. The following summary describes the score reporting process:

TIPS FOR PREPARING FOR YOUR LICENSE EXAMINATION
The following suggestions will help you prepare for your examination.
Read study materials that cover all the topics in the content outline.
Take notes on what you study. Putting information in writing helps you commit it to memory and it is also an excellent business practice. Underline or highlight key ideas that will help with a later review.
Discuss new terms or concepts as frequently as you can with colleagues. This will test your understanding and reinforce ideas.
Your studies will be most effective if you study frequently, for periods of about 45 to 60 minutes. Concentration tends to wander when you study for longer periods of time.
